Across the world, banks are seeking to recapitalise their balance sheets after having to make substantial write-downs as a result of the credit crisis. At the same time, global regulators are beginning to formulate their thoughts about how best to reform the regulation of bank capital to reflect the lessons learnt from the current market turmoil. Their conclusions will have significant implications for banks' current capital-raising activities.

This highly topical conference has been structured to explore both these themes in detail. In the morning, senior regulators from the UK, Europe and the U.S. will give presentations on their current thinking on bank capital issues, including on how the Basel Accord should be further reformed. We are delighted that Thomas Huertas and David Strachan will speak on behalf of the FSA, while Norah Barger of the Federal Reserve will give the U.S. perspective and Patrick Pearson will represent the European Commission.

Having analysed the evolving regulatory context, the focus of the conference will turn to developments in the market. Expert speakers from leading financial institutions will examine the various capital-raising techniques that are open to banks, such as rights issues, hybrid capital and covered bonds, and the relative advantages and disadvantages of each in the context of current investor sentiment and regulatory developments.
