I am delighted that the Bipartisan Policy Center, through our National Commission on Energy Policy, is hosting this important Summit along with our partners City & Financial.
The new Congress and the Obama Administration have promised fast action to improve our nation's energy security, confront climate change and strengthen our economy. The leading Committee in the U.S. House of Representatives has committed to vote on climate legislation by Memorial Day and comprehensive energy legislation is already being drafted in the U.S. Senate. Moreover, in the weeks before our summit, Congress and the President intend to adopt an economic stimulus package that will include nearly $100 billion of investment in energy infrastructure and clean technology.
President Obama's policies include establishing a national carbon cap and emissions trading program, reducing U.S. dependence on foreign oil, making the U.S. a leader in clean technology, rapidly deploying commercial scale renewable energy sources and advanced efficiency technologies, building a "smart grid" to enable efficient energy distribution, promoting clean transport, the next generation of biofuels, and accelerating the implementation of viable carbon capture and storage technologies. Taken together, these policies represent a basic change in direction for U.S. energy and environmental policy.
The distinguished and diverse speakers at the Summit will address these issues and provide personal insights and opinions about the practical implications of likely legislative outcomes. Through our discussion, we hope to reveal the strategic implications of this groundbreaking environmental / energy agenda and examine the challenges and opportunities that it may create.
