Open Letter
David Finlay
Director of PFI Development
This year’s NAO Private Finance Conference provides an exciting opportunity to enter into a dialogue on key issues affecting the development of the Private Finance market.
The conference will highlight lessons from new NAO reports on PFI tendering (published March 2007) and benchmarking and market testing (due to be published spring 2007). It will also provide feedback on the latest NAO and PAC reports on refinancing and the secondary market.
As always, the NAO Private Finance conference will draw together top speakers who will address the major issues in private finance today. We are delighted that Sir John Bourn, Comptroller and Auditor General of NAO, Edward Leigh, Chairman of the Public Accounts Committee and James Stewart, Chief Executive of Partnerships UK together with Gordon McKechnie, Head of PFI Policy at HM Treasury, have all agreed to take part in the morning conference panel.
The morning session will focus on an overview of current progress in the private finance market and presentations on financing and operational issues.
After lunch we will be running four concurrent streams, with the opportunity for all delegates to attend two streams of their choice during the course of the afternoon. Each stream will examine in detail key issues of the moment and include expert presentations. The streams are repeated during the afternoon, enabling you to construct the conference programme that meets your particular information needs. The streams will be:
-
The public sector as an investment partner
-
Building effective public/private sector relationships
-
Current PFI procurement issues
This conference is part of the NAO’s commitment to work with Departments to help them bring about beneficial change in the delivery of public services and will draw on 60 private finance reports which the NAO has now published. As well as the chance to hear presentations on some of the leading private finance issues of the day, the conference will also provide a valuable opportunity to network with others engaged in taking forward private finance projects.
The programme has been designed to cover private finance issues that are topical. As demand for places is expected to be high, you may wish to make an immediate reservation to join us on 9 July. We are particularly keen that project teams should attend as a group; there is a discount of 20% when three or more members of the same project team make a group booking. Please circulate this invitation to relevant colleagues in your organisation who may wish to attend.
